This study adopts an analytical–theoretical approach to examine the sociological foundations of governance in social affairs and the requirements for its implementation
in contemporary society. Drawing on Émile Durkheim’s ideas, social affairs are conceptualized as rules, values, and behavioral patterns characterized by objectivity, coerciveness, and generality that underpin social order and solidarity. The increasing complexity of social issues and emerging challenges necessitates a transition from traditional, centralized models of government to a comprehensive model of social governance. This model entails a participatory, network-based process in which four key actors—the state, civil society, the private sector, and citizens—interact and generate synergies. The analysis indicates that effective governance in the social domain rests on five fundamental principles: participation, accountability, transparency, the rule of law, and justice. Structural analysis further identifies excessive centralization, the erosion of public trust, administrative corruption, and class disparities as major obstacles to implementing this model. The study concludes by emphasizing the need for decentralization, the delegation of authority to local institutions, the strengthening of social capital, and a shift from crisis-driven, reactive management to preventive, multisectoral policymaking.
