With the advent of artificial intelligence (AI) technology, alongside abundant opportunities, serious challenges have also emerged for women, causing particular concern among the female community. Unfortunately, despite ostensibly superficial efforts by nations, international institutions, and technology developers, threats such as bias and sexual abuses against women persist, and the lack of a comprehensive and systematic model for just gender governance of AI is clearly felt. Hence, the main research question is: what model and strategies exist for governing AI in order to prevent and mitigate AI-related threats to women and to benefit from its opportunities, using Islamic teachings and successful international experiences? In this study, data were collected through library research and the problem was analyzed using a descriptive-analytical method. By systematically integrating principles derived from Islamic teachings and operational mechanisms derived from international experiences, the authors present a just gender governance model for AI that possesses internal coherence and structural comprehensiveness. The model comprises thirteen strategies across three dimensions: (1) policy and legal (e.g., drafting documents and observing fundamental principles); (2) technical and supervisory (e.g., monitoring technological products and requiring gender audits of systems); and (3) educational and cultural (e.g., training and empowering women, and increasing women's participation in managing certain AI projects). The logical and structural validity of the proposed model was evaluated using a four-dimensional framework, and it was demonstrated that, based on this model, existing gender challenges can be reduced through an active and wise approach grounded in divine transcendent values.
