Today, there are numerous models for government and political system, each based on a specific axis, the main axis of each of these models being determined by the principles and goals set for that government. In this research, the question is raised as to what is the main axis of government according to the perspective of the Holy Quran. In this regard, first, the implications of the principles and goals set by the Holy Quran for government have been examined, and finally, the implications of the Quranic examples of government have been examined. The aim of this research is to theoretically examine and theorize on an issue whose realization has significant efficiency in the Islamic governance system. The research method is also descriptive-analytical, and the method of interrogative subject interpretation has been used in the analysis. The achievement of this research is the Quranic theory of “monotheistic education-oriented government,” which is the theoretical support for presenting a comprehensive and unique model for government. According to this theory, "monotheism" is the axis of all foundations and divine nearness is the ultimate goal of man and "guiding humans to reach divine nearness" is the ultimate goal of government; therefore, the fundamental axis on which government is based is a process that can realize this guidance, which is education. Of course, this education itself must also be based on monotheism, otherwise guidance will not be achieved. Therefore, the desired government from the perspective of the Quran is a government that is "monotheistic education-centered."
